Position Description
POSITION TITLE: Director of Staff Development and Evaluation
Department: Human
Resources
Reports To: Assistant Superintendent for Human Resources
SUMMARY: Directs an ongoing program of staff development
and evaluation for all employees to meet the needs of district, schools, and
individuals for professional growth and assist with Public Information needs of
the district.
ESSENTIAL
DUTIES AND RESPONSIBILITIES:
Other duties may be assigned.
Assures that the district meets all staff development requirements of the State Department of Education and South Carolina laws.
Assesses the staff development needs for all district employees as required
Maintains accurate records for all staff development activities.
Coordinates utilization of the leadership skills and expertise of school district personnel in implementing staff development activities.
Cooperates with local institutions of higher education and community agencies to offer courses, workshops, and seminars that meet the staff development needs of the district and employees.
Publishes a monthly staff development calendar and other communications of staff development activities as needed.
Coordinates inservice programs throughout the district.
Works with all schools to plan school and district inservice activities for certified personnel that total a minimum of 30 hours each year.
Organizes and supervises appropriate inservice for classified personnel.
Assists with both certified and classified employee interviews.
Prepares and manages district staff development budget.
Coordinates annual staff evaluations.
Coordinates appropriate classroom observations of teachers using an approved instrument and assists with evaluation of provisional contract teachers.
Coordinates as necessary the training of designated employees to administer and implement the district's teacher evaluation program and procedures.
Serves as a primary coordinator and consultant in developing or selecting, administering, interpreting and reporting the district's teacher evaluation program and procedures.
Assists in maintaining adequate records of employees' evaluation results.
Coordinates the activities of the Teacher Evaluation Committee.
Coordinates Basic Educational Data (BEDS) and other reports with the State Department of Education.
Coordinates Title IX.
Assists with research, the compilation of operational statistics, and experimental programs for the Human Resources department.
Serves on district, consortium and statewide committees.
Serves as Director and lead trainer for the district Program for Effective Teaching (PET).
Coordinates implementation and evaluation of district strategic plans and school renewal plans.
Directs the dissemination of public information as prescribed in the following guidelines:
Serves as information liaison between the total school system and the community at large. Provides prompt responses to requests for public information about the district, its policies and its programs.
Maintains open lines of communication with all community organizations and other governmental and educational institutions.
Coordinates the district's school/business partnership program.
Coordinates recognition and awards programs for the schools, volunteers, and school/business partnerships.
Serves as liaison between the district and the news media; supervises the production and distribution of news releases including photographs; arranges for press conferences as required; advises news media of events worthy of newspaper coverage.
Performs other duties as assigned by the Assistant Superintendent for Human Resources.
SUPERVISORY RESPONSIBILITIES:
Supervises the Secretary for Staff Development and Evaluation.

EDUCATION and/or EXPERIENCE:
Masters Degree with related work in staff development, personnel evaluation, and strategic planning. Valid S.C. Teachers certificate. Minimum of five year’s successful experience as a classroom teacher. Such alternatives or additional qualifications as the Board may find appropriate or acceptable.
LANGUAGE SKILLS:
Ability to read, analyze, and interpret scientific and technical journals, financial reports, and legal documents. Ability to write speeches and articles for publication in a variety of formats or styles. Ability to effectively present information to administrators, top management, public groups/community, and Board of Education.
MATHEMATICAL SKILLS:
Ability to apply concepts such as fractions, percentages, ratios, and proportions to practical situations.
REASONING ABILITY:
Ability to define problems, collect data, establish facts, and draw valid conclusions.
OTHER SKILLS and ABILITIES:
Ability to develop effective working relationships with students, staff and the school community. Ability to communicate clearly and concisely, both orally and in writing. Ability to perform duties with awareness of all district requirements and the Board of Education policies.
