Position Description

 

POSITION TITLE:    Assistant Superintendent for Human Resources

Department:    District Office

            Reports To:     Superintendent

           

            SUMMARY:  Plans, coordinates and supervises the operation of the department of personnel in such a way as to enhance the morale of school district personnel, promote the overall efficiency of school personnel, and maximize the educational opportunities and benefits available to each individual child.

 

            ESSENTIAL DUTIES AND RESPONSIBILITIES: Other duties may be assigned.

 

Þ    Coordinates the recruitment, screening, hiring, training, and assigning of instructional personnel.

Þ    Coordinates the selection of qualified support staff personnel.

Þ    Issues and maintains contracts for professional and support staff employees as appropriate.

Þ    Establishes and maintains appropriate personnel records for all staff members.

Þ    Orients new employees and conducts exit interviews upon termination.

Þ    Serves as a resource person for the staff on the district's employee benefit programs, including group health insurance, disability insurance, retirement plans, sick leave, personal leave, other leaves of absence, and other related or emerging employee benefit plans.

Þ    Keeps abreast of governmental statutes, regulations, and rules relating to personnel administration and advises interested parties of the provisions of the law.

Þ    Maintains personnel records and reports as necessary to comply with EEOC and Title IX or other employee regulations as imposed by federal agencies.

Þ    Counsels employees referred by their superior and/or who voluntarily request an appointment.

Þ    Assists principals in developing a documentary file for employees whose performance level is consistently below acceptable standards.

Þ    Consults with administrators on personnel matters when requested.

Þ    Assists with research pertaining to personnel, including salary research, studies of staff characteristics, professional standards, and other pertinent projects.

Þ    Serves as liaison with colleges for student placement as observers, teaching assistants and student teachers.

Þ    Develops and maintains personnel handbooks for employees.

Þ    Maintains Board of Trustee policies that affect personnel functions.

Þ    Organizes and oversees the First year Teacher Program.

Þ    Reviews and approves recertification suggestions.

Þ    Performs other duties as assigned by the Superintendent.

 

 

 

SUPERVISORY RESPONSIBILITIES:

Supervises the Department Human Resources, The Department of Staff Development and Teacher Evaluation, and Employee Benefits.

 

QUALIFICATION REQUIREMENTS:

EDUCATION and/or EXPERIENCE:

Masters Degree from an accredited college or university required. Valid South Carolina certification in supervision and/or administration.  Minimum of five year’s successful experience as a classroom teacher and school/district administrative experience preferred. Such alternatives or additional qualifications as the Board may find appropriate or acceptable.

 

LANGUAGE SKILLS:

Ability to read, analyze, and interpret scientific and technical journals, financial reports, and legal documents.  Ability to write speeches and articles for publication in a variety of formats or styles.  Ability to effectively present information to administrators, top management, public groups/community, and Board of Education.

 

MATHEMATICAL SKILLS:

Ability to apply concepts such as fractions, percentages, ratios, and proportions to practical situations.

 

REASONING ABILITY:

Ability to define problems, collect data, establish facts, and draw valid conclusions.

 

OTHER SKILLS and ABILITIES:

Ability to develop effective working relationships with students, staff and the school community.  Ability to communicate clearly and concisely, both orally and in writing.  Ability to perform duties with awareness of all district requirements and the Board of Education policies.
