POSITION TITLE: Benefits Administrator

SUMMARY: Contributes to staff morale by the prompt and
accurate handling of all district fringe benefit matters.
ESSENTIAL DUTIES AND RESPONSIBILITIES:
Other duties may be assigned.
Þ
Prepares a packet of materials on fringe
benefits for all new employees.
Þ
Holds new employee orientation meetings
for all new employees during summer months in order to assist them in
completing all necessary paperwork for enrollment with Office of Insurance
Services, SC Retirement Systems, etc.
Þ
Counsels employee and retirees.
Þ
Assists all employees with annual and/or
open enrollment each October.
Þ
Distributes communications and other
printed materials.
Þ
Reviews all Notice of Election forms for
completeness and accuracy, completes employer portion, and attaches required
documentation before mailing.
Þ
Certifies that the information on the
Notice of Election form is correct according to the rules and regulations of
the program to the best of his/her knowledge.
Þ
Cancels an employee's coverage
immediately upon termination and provides required COBRA information and
enrollment material to eligible terminated employees and their dependents.
Þ
Distributes COBRA information to eligible
dependents when notified by the covered employee of a family status change.
Þ
Distributes the correct copies of all
Notice of Election forms to the employee, payroll office and Office of
Insurance Services.
Þ
Files claim forms for dependent and
optional life policies.
Þ
Notifies MoneyPlus
of payroll changes (including terminations).
Þ
Processes applications for Long Term
Care.
Þ
Completes and processes paperwork for
Long Term Disability and Retirement Disability.
Þ
Serves as an advocate and resource for
employees who have problems with enrollment, claims and service.
Þ
Notifies payroll and personnel as well as
the Division of Insurance Services and SC Retirement Systems of address
changes.
Þ
Audits Notice of Election forms to agency
and district rosters once each quarter.
Þ
Prepares and distributes Benefits Newsletter
twice a year.
Þ
Assists employees with FMLA.
Þ
Serves on Benefits Committee and works
with district vendors to distribute materials twice a year.

EDUCATION
and/or EXPERIENCE:
BS degree in Health Care Management or related
area. Related work experience preferred.
Computer skills necessary. Willingness to work flexible schedule. Must be able
to effectively deal with the public both in person and on the phone.
LANGUAGE
SKILLS:
Ability to read, analyze,
and interpret general business periodicals, professional journals, technical
procedures or governmental regulations. Ability to write speeches and articles
for publication in a variety of formats or styles. Ability to respond to common inquires or
complaints from customers, regulatory agencies or members of the business
community.
MATHEMATICAL
SKILLS:
Ability to apply concepts such as fractions,
percentages, ratios and proportions to practical situations.
REASONING
ABILITY:
Ability to define problems, collect data, establish facts and draw valid conclusions.
OTHER
SKILLS and ABILITIES:
Ability to pass a District typing test. Ability to develop effective working
relationships with staff and the school community. Ability to communicate
clearly and concisely. Ability to
perform duties with awareness of all district requirements and the Board of
Education policies.
