Position Description

 

POSITION TITLE:    Clerk of the Works

            SUMMARY:   This position encompasses coordination of activities and resolution of problems among contractor-supervisory personnel, architect/engineers, School Administration, and matters related to building foundations, structures, mechanical systems, electrical and communications systems, grading, paving, and drainage.  Resolving problems concerning scheduling and coordinating diverse construction activities.

           

ESSENTIAL DUTIES AND RESPONSIBILITIES. Other duties may be assigned.

 

Þ      Represents the owner on construction project sites by administering contracts between the School Board and general contractors, separate contractors, and architect/engineers.

Þ      Consults with representatives of governmental agencies, architects, contractors, and other interested officials to resolve problems concerning interpretation of contract documents.

Þ      Establishes coordination and procedural policies for project accomplishment.

Þ      Conducts pre-construction conferences and weekly job site meetings.

Þ      Resolves on-going construction site problems.

Þ      Establishes and maintains a continuous quality control program to assure that facilities are constructed within acceptable standards.

Þ      Directs improvement in standards of work.

Þ      Approves quality of completed work.

Þ      Determines adequacy of and recommends approval of payment requests.

Þ      Assesses work progress and scheduling and recommends actions for improvement.

Þ      Prepares weekly progress reports and maintains project records.

Þ      Reviews and provides input on shop drawings, product data and samples.

Þ      Observes testing procedures, reviews test and inspection reports and recommends to Administration the expenditures for corrective action.

Þ      Determines the need for contract changes, makes recommendations for accomplishment of the change and processes change orders.

Þ      Directs installation and inspection of owner-furnished equipment and material.

Þ      Directs the work of separate contractors.

Þ      Conducts final inspections with contractors and architect/engineers.

Þ      Coordinates project acceptance, building occupation and start-up educational activities with staff and governmental agencies.

Þ      Coordinates the orientation of maintenance and operational personnel on school plant operation.

Þ      Reviews and verifies project closeout documents, as-built drawing, operation manuals, and project releases.

Þ      Assists in the development of contract specifications and contract documents.

Þ      Reviews architect/engineer submissions for preliminary, intermediate and final design stages and makes recommendations for design changes.

Þ      Assists in the coordination of design review by appropriate governmental agencies.

Þ      Reviews cost estimates.

Þ      Reviews with the architect/engineer the design parameters including minimum standards and building systems (type, size, model, quality, etc.)

Þ      Reviews design and construction schedules.

Þ      Makes a recommendation on construction procedures as needed.

 

SUPERVISORY RESPONSIBILITIES:

Supervises contractor activity during the guarantee period.

EDUCATION and/or EXPERIENCE:

High School Diploma or GED. Must be able to effectively deal with the public and staff both in person and on the phone.

 

LANGUAGE SKILLS:

Ability to read and interpret documents such as safety rules, operating and maintenance instructions and procedure manuals. Ability to write reports, business correspondence, and procedure manuals. Ability to effectively present information to administrators, top management, public groups/community, and Board of Education.

 

MATHEMATICAL SKILLS:

Ability to add, subtract, multiply, and divide in all units of measure, using whole numbers, common fractions and decimals.

 

REASONING ABILITY:

Ability to define problems, collect data, establish facts, and draw valid conclusions.

 

OTHER SKILLS and ABILITIES:

Extensive experience in design and all phases of construction with at least five years experience involving planning, design, and supervision of constructions activities. Comprehensive knowledge of standards and procedures for planning, design, scheduling, and quality control of school building programs as this relates to standards of South Carolina School facilities planning and construction. Ability to develop effective working relationships with staff and the school community. Ability to communicate clearly and concisely.  Ability to perform duties with awareness of all district requirements and the Board of Education policies.

The employee must be able to reach with hands and arms.  The employee must occasionally lift and/or move up to 10 pounds. The employee may be required to climb ladders and/or other construction equipment. Specific vision abilities required by this job include close vision and depth perception. Employee must be able to distinguish where a sound is coming from. While performing the duties of this job, the employee is continuously required to drive. The employee must be able to hear the difference between bells, buzzers, beeps, horns, etc. The employee frequently communicates through speech.
