SUMMARY:
Ensures that each elementary school student is provided with the
richest educational experience the district can provide.
ESSENTIAL DUTIES AND
RESPONSIBILITIES.
Other duties may be assigned.

Plans and
carries out a district wide program of curriculum review and development for
the elementary grades.
Þ
Leads in
the evaluation of elementary instruction methods and programs and recommends
such changes and improvements as needed.
Þ
Develops an
effective, district wide program of supervision and inservice education of the
instructional staff of the elementary schools.
Þ
Integrates
instructional programs among the elementary schools and articulates curricula
between elementary grade levels, and between the elementary schools and the
junior high schools.
Þ
Assists
principals in the planning and implementation of effective programs of
supervision and evaluation.
Þ
Assists
principals in the planning and implementation of effective programs for
parents.
Þ
Designs,
recommends, and conducts educational experimentation, and disseminates and
interprets the results to administrators, instruction specialists, classroom
teachers, and staff as appropriate.
Þ
Assists in
the recruiting, interviewing, screening, and recommending of qualified
candidates for positions on the elementary school professional staff upon
request.

Plans
and/or supervises the instructional orientation program for new elementary
teachers in the Chapter 1, EIA, child development, kindergarten or
instructional programs.
Þ
Supervises
and coordinates the work of members of the instructional staff who provide
special services to the elementary schools such as art, music, physical
education, basic skills and guidance.
Þ
Coordinates
the implementation of state programs for compensatory and remedial students and
for at-risk four-year-olds.
Þ
Supervises
implementation of Chapter 1 programs and programs for gifted and talented.
Þ
Coordinates
district wide programs that are designed to build children's self-esteem and
develop life coping skills, such as "I'm Special", Quest, and Drug
Abuse Resistance Education.
Þ
Works with
and monitors families who teach their children at home.
Þ
Assists
with preparation and administration of the budget for elementary instructional
materials.
Þ
Provides
guidance in the selection and use of textbooks and other teaching materials.
Þ
Works with
teachers in the preparation of curriculum and materials.
Þ
Engages in
an ongoing evaluation of the effectiveness of the instructional program.
Þ
Works
toward developing an improved understanding of children's educational needs on
the part of teachers, administrators, and parents, and interprets the
educational progress of elementary schools students to them.
Þ
Initiates
and maintains effective liaison with other school districts and with
independent schools in order to keep abreast of new educational developments
and ideas.
Þ
Keeps
current with educational developments and the literature in the field of
elementary education and participates in the affairs of state and national
professional societies devoted to the advancement of elementary school
education.
SUPERVISORY
RESPONSIBILITIES:
Supervises assigned coordinators and program
areas. Carries out supervisory
responsibilities in accordance with the organization's policies and applicable
laws.

EDUCATION
and/or EXPERIENCE:
Masters Degree with intensive course work and/or
experience in teaching, evaluation/testing, and educational research or
administration. Five years successful
experience in public school work, either as a teacher or in research, guidance,
testing, or administration. Must be able to effectively deal with the public
and staff both in person and on the phone.
LANGUAGE
SKILLS:
Ability to read, analyze and interpret common
scientific and technical journals, financial reports, and legal documents. Ability to respond to common inquiries or
complaints from customers, regulatory agencies, or members of the business
community. Ability to write speeches and
articles for publication in a variety of formats or styles. Ability to effectively present information
to top management, public groups, and/or boards of directors.
MATHEMATICAL
SKILLS:
Ability to apply concepts such as fractions,
percentages, ratios, and proportions to practical situations.
REASONING
ABILITY:
Ability to define problems, collect data,
establish facts, and draw valid conclusions.
Ability to interpret an extensive variety of technical instructions in
mathematical or diagram form and deal with several abstract and concrete
variables.
Certificates,
Licenses, Registrations:
Valid SC teaching certificate with
administration/supervision certification. Ability to develop effective working
relationships with staff and the school community. Ability to communicate
clearly and concisely. Ability to
perform duties with awareness of all district requirements and the Board of
Education policies.
