SUMMARY:
Ensures that each school student designated as
a participant in Title1 programs is provided with the richest educational
experience that the district can provide.
ESSENTIAL DUTIES
AND RESPONSIBILITIES:
Other duties may be assigned.

Collaborates
with the Director of Elementary Education to develop a coordinated program that
meets the needs of students performing below state and federally established
standards.
Þ
Organizes
and submits to the State Department of Education the district's Title I project
application in order to implement instructional, administrative, and parental
involvement activities funded through Title I Elementary and Secondary
Education Act (ESEA). Related responsibilities include:

The
targeting of schools to be served;
Þ
Coordination
with local non-public schools and institutions for neglected and delinquent
children;
Þ
Allocation
of staff to teaching assignments;
Þ
Budget
preparation;
Þ
Participant
identification;
Þ
Consultation
with teachers, parents and other communities;
Þ
Assessment
of program needs;
Þ
Specification
of individual activity characteristics;
Þ
Development
of program and/or budget amendments as needed;
Þ
Program
evaluation.
Þ
Plans
and supervises the instructional orientation inservice for new teachers and
other appropriate district staff members participating in the Title I programs.
Þ
Supervises
the Title I instructional and support staff by or through activities such as
observing classroom instruction, advising staff members on classroom
organization and instructional management, proposing grouping practices, and
guiding staff members in selection and use of materials/equipment and
strategies.
Þ
Serves
at the request of principals as advisor and special consultant to teachers
participating in Title I activities.
Þ
Conducts
and/or arranges staff development activities appropriate for the Title I
staff. Such activities shall be
responsive to both formal needs assessment as conducted through the office of
the district Staff Development Director and informal assessments generated
through classroom observations and Title I-based surveys.
Þ
Implements
plans and procedures for maintaining fiscal responsibility within the Title I
program by developing expense reports/reimbursement requests as required,
requisitions for materials/equipment, monitoring expenditures, and inventory
procedures for equipment.
Þ
Oversees
the development/implementation/coordination of Title I program curricula in
relation to the curriculum of regular district programs by or through:
Þ
promoting
the use of basal or supplementary instructional material identical to and/or
supportive of district-adopted material;
Þ
program
evaluation comparing Title I student performance with median district
performance;
Þ
applying
instructional monitoring procedures consistent with those in use within the district;
Þ
integrating
the instructional program for Title I among the schools and articulating
curricula between Title I and other state or federal compensatory programs;
Þ
assisting
with the development, implementation and appropriate use of district classroom
management system components and procedures;
Þ
participating
in proposed and ongoing curriculum development projects related to the
implementation of Title I activities;
Þ
recommending changes or improvements in the
Title I instructional program as needed.
Þ
Works
toward developing an improved understanding of participating Title I students'
educational needs on the part of teachers, administrators and parents and
interprets the educational progress of students to them through;
Þ
Media
releases (newspaper, radio, TV);
Þ
Conference
presentations at local, state, and national levels;
Þ
Presentation
to school and district level audiences;
Þ
Presentations
to public and civic organizations.
Þ
Acts
as district liaison to the Office of Federal Programs, State Department of Education.
Þ
Oversees,
prepares and/or submits reports and other documents to appropriate agencies as
required by ESEA regulations.
Þ
Assumes
responsibility for own professional development by keeping current with
literature, new research findings and improved techniques in implementing
programs, which includes the evaluation of new instructional methods and
programs for possible appropriateness and effectiveness of use with Title I
programs; and for attending appropriate professional meetings.

Attends
to other responsibilities related to and/or impacting upon the Title I program
as directed by the Office of Federal Programs, State Department of Education;
the Assistant Superintendent for Instruction and/or the Director of Elementary
Education.
SUPERVISORY
RESPONSIBILITIES:
Supervises Title I instructional support
staff.

EDUCATION
and/or EXPERIENCE:
Masters degree in Education and/or
Administration. Valid S.C. Certificate as supervisor/principal or reading
coordinator and five years successful experience as a classroom teacher or
administrator. Must be able to effectively deal with the public and staff both
in person and on the phone.
LANGUAGE
SKILLS:
Ability to read, analyze,
and interpret general business periodicals, professional journals, technical
procedures, or governmental regulations. Ability to write reports, business
correspondence, and procedure manuals. Ability to effectively present
information and respond to questions from groups of administrators, managers,
employees, clients, customers, and/or the general public.
MATHEMATICAL
SKILLS:
Ability to calculate figures and amounts
such as discounts, interests, commission, proportions, percentages, area, circumference,
and volume.
REASONING
ABILITY:
Ability to interpret a variety of
instructions furnished in written, oral, diagram, or schedule form.
OTHER
SKILLS and ABILITIES:
Ability to develop effective working
relationships with staff and the school community. Ability to communicate
clearly and concisely. Ability to
perform duties with awareness of all district requirements and the Board of
Education policies.
