Position Description

 

POSITION TITLE:    Clerk VI - Payroll Supervisor

            SUMMARY: Coordinates and holds responsibility for all payrolls and all file maintenance that pertains to this function.

           

ESSENTIAL DUTIES AND RESPONSIBILITIES: Other duties may be assigned.

 

Þ      Sets up payroll cards and inputs computer information for all employees.

Þ      Sets up salaries at beginning of each year and sends addendum to each employee.

Þ      Send record of sick leave and annual leave to all employees twice each year.

Þ      Prepares W-2 forma and year-end tax reports.

Þ      Prepares quarterly reports for retirement and fringe benefits, Employment Security Commission, S.C. Tax Commission, and Internal Revenue Service.

Þ      Prepares social security reports.

Þ      Prepares monthly reports for Retirement System and Department of Labor.

Þ      Prepares monthly payroll trial balance.

Þ      Maintains records and makes payments for health, dental, optional life insurance, annuities, and deferred compensation.

Þ      Collects all payroll data from schools, prepares for computer check runs.

Þ      Prepares and makes payments for S.C. Tax Commission and IRS.

Þ      Prepares and makes deposits for payrolls.

Þ      Runs all payroll checks on computer.

Þ      Supervises and assists with the distribution of all payroll checks.

Þ      Prepares all claims for payrolls.

Þ      Supervises and maintains records of absence, sick leave, and annual leave.  Processes transfers of sick leave.

Þ      Processes paperwork for return of contributions from S.C. Retirement Systems.

Þ      Checks certified staff listings three (3) times annually as received from State Department of Education.

Þ      Supervises and maintains Worker's Compensation claims.

Þ      Maintains monthly Deduction Analysis from General Ledger.

Þ      Answers employee questions about payroll deductions.

Þ      Prepares form 111 on retiring employees.

Þ      Supervises and maintains direct deposit records.

Þ      Processes and transmits direct deposit for monthly payroll.

Þ      Distributes employee's annual financial and service credit reports.

Þ      Maintains records and makes payments for all affiliated insurance companies, United Way, Credit Union, Tax Levies, Federal and State, Child Support, and Bankruptcy Court.

Þ      Maintains records and makes payments to the State's MoneyPlus Program.

Þ      Maintains records and counsels employees on leaves of absence.

Þ      Performs annual audit of budget codes to school listing, Chapter I, Special Education, etc.

Þ      Audits State Health Plan payroll deductions to State insurance roster twice during school term.

Þ      Processes athletic and academic supplements for payment.

Þ      Determines the highest paid teacher at each school at least annually.

Þ      Assists the outside auditors by providing payroll-related analysis and information.

Þ      Assists payroll clerk in keying sub reports, bi-weekly absences, and other required data entry.

Þ      Assists payroll clerk in maintaining filing system.

Þ      Works with Accountant on information for various reports and performs various other payroll functions as required.

 

SUPERVISORY RESPONSIBILITIES:

Supervises payroll clerk.

EDUCATION and/or EXPERIENCE:

Associate Degree in Business. Payroll and personal computer experience. Minimum five years work experience. Must be able to effectively deal with the public and staff both in person and on the phone.

 

LANGUAGE SKILLS:

Ability to read and interpret documents such as safety rules, operating and maintenance instructions and procedure manuals. Ability to read, analyze, and interpret general business periodicals, professional journals, technical procedures or governmental regulations. Ability to write routine reports and correspondences. Ability to effectively present information and respond to questions from groups of administrators, managers, employees, clients, customers and/or the general public.

 

MATHEMATICAL SKILLS:

Ability to calculate figures and amounts such as discounts, interest, commissions, and percentages. Ability to apply financial concepts such as compound interest and calculate percentages.

 

REASONING ABILITY:

Ability to deal with problems involving a variety of concrete variables in standardized situations. Ability to define problems, collect data, establish facts, and draw valid conclusions. Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form.

 

OTHER SKILLS and ABILITIES:

Ability to develop effective working relationships with staff and the school community. Ability to communicate clearly and concisely.  Ability to perform duties with awareness of all district requirements and the Board of Education policies.

While performing the duties of this job, the employee is regularly required to sit and talk or hear.  The employee is occasionally required to walk and reach with hands and arms.  The employee must occasionally lift and/or move up to 25 pounds. Specific vision abilities required by this job include close vision. Employee must be able to distinguish the difference between bells, buzzers, beeps, etc. While performing the duties of this job, the employee is required to meet deadlines with severe time constraints and may work irregular or extended hours. The employee is continuously communicating through speech.
